Facebook Testing Downvote Button For Flagging Comments
Facebook is testing a downvote button feature which enables users to filter out inappropriate comments or comments that are spamming and insultive.
This feature has already rolled out in the USA and it's in 5% rollout. The downvote lets Facebook know which comments are irrelevant to that topic or are off point.
Facebook confirms that this is not a dislike button, instead, it is a downvote button that doesn't physically show how many downvotes a user gets like that of Reddit. This feature only takes down a comment or perhaps filter the comment and sends a notice to Facebook that that comment is irrelevant.
Facebook had this to say “We are not testing a dislike button. We are exploring a feature for people to give us feedback about comments on public page posts. This is running for a small set of people in the U.S. only.”.

Also, when the Facebook download vote button is tapped, there are other options included like; “Offensive”, “Misleading”, and “Off Topic. From this option, it looks similar to Fb hide button which is from the drop-down menu of comments. But this downvote button sends a signal to Facebook that the comment can be a fake news, e.t.c.
